POST /v1/completions — legacy prompt endpoint adapted to chat.
prompt → chat messages and
delegates to chat completions, then translates the result back.

text (from delta.content), not delta.tool_calls finish reasons are mapped to stop — there is no
tool-calling or reasoning channel here. Use chat
completions for tools.
